A Chinese national has entered a guilty plea to federal charges involving an attempted scheme to acquire advanced US military communications equipment for export to China, marking another high-profile case in the ongoing technological rivalry between Washington and Beijing. Chen Dingwei, 29, admitted in a Salt Lake City federal court on Monday to violating the Arms Export Control Act by trying to purchase military-grade satellite modems and radios manufactured by American defence contractors. US District Judge David Sam accepted the plea, with sentencing scheduled for October 19, at which point Chen could face up to two decades in federal prison.
The case underscores how strategically crucial advanced communications systems have become in modern military operations, and why both American and Chinese authorities have intensified enforcement against unauthorised technology transfers. Their initial strategy involved purchasing ten military-grade modems for over US$40,000, with plans to route the shipment through Saipan, the capital of the Northern Mariana Islands and a US territory, as part of an apparent smuggling corridor to mainland China. This geographical routing suggests the conspirators were attempting to exploit Pacific transit routes to mask the origin and destination of the sensitive military hardware.
When concerned about detection, the group shifted to cryptocurrency transactions, moving approximately US$30,000 in digital currency to further obscure the money trail. This tactic reflects a broader pattern among smugglers seeking to evade financial monitoring systems that typically flag large international transfers related to export-controlled goods. Chen further indicated that this initial transaction represented merely the opening phase of a much larger acquisition strategy, claiming to have access to substantial funding for tens of millions of dollars in additional US military equipment purchases.
The operation unravelled when a Department of Homeland Security undercover agent infiltrated the smuggling network by posing as a transaction intermediary. When Chen travelled to Saipan on October 6, 2025, expecting to collect the ten modems, federal authorities arrested him.
