South Korea has set an ambitious timeline to create a new semiconductor production zone in its southwestern provinces within four years, positioning the initiative as a critical component of President Lee Jae Myung's strategy to extend the economic benefits of the artificial intelligence boom beyond the Seoul metropolitan area. However, this sprawling Honam semiconductor industrial complex, with a projected cost exceeding 800 trillion won (approximately $540 billion), is already encountering formidable resistance from communities faced with the prospect of substantially expanded energy and water infrastructure in their regions.
The scale of the undertaking is immense. Four planned chip fabrication facilities would demand electricity equivalent to 70 to 80 percent of the entire current annual power consumption across three southwestern provinces—Gwangju, North Jeolla, and South Jeolla—according to energy analysts. This staggering requirement immediately exposes a fundamental challenge: the region currently lacks the infrastructure to support such concentrated industrial demand. The four fabs would fundamentally reshape the energy landscape of an area that has historically had modest power requirements, creating what industry observers describe as the core technical and political problem confronting the project.
Local communities have made clear their skepticism about proposed solutions. Residents across the target region have voiced strong opposition to plans involving new transmission lines and nuclear reactor construction, citing historical grievances stemming from previous energy infrastructure projects that they contend were developed without adequate public consultation or environmental safeguards. This sentiment reflects deeper concerns about decision-making processes in Seoul that appear to discount the preferences and concerns of affected populations in the provinces. The water dimension of this challenge is equally daunting. Developers estimate the semiconductor cluster would require approximately 650,000 metric tons of water daily—a volume exceeding the entire residential water consumption of Gwangju city. Rather than constructing a new large dam, which would trigger even more intense opposition, authorities are exploring a strategy involving modification of existing dam systems and recycling of treated water. The centrepiece of this approach is raising the Dongbok Dam to generate an additional 250,000 metric tons daily. Yet this ostensibly modest intervention has generated substantial controversy, with residents near the dam warning that expansion constitutes de facto new dam construction and affects between 1,500 and 1,600 households directly or indirectly.
The energy ministry argues that the southwestern region possesses surplus generating capacity relative to current demand, suggesting that much of the electricity for the chip fabs could be produced locally, theoretically reducing the need for extensive long-distance transmission infrastructure. The government has committed to working with local administrations to develop the necessary power infrastructure before manufacturing operations commence, with undertakings to place transmission lines underground in densely populated areas. Officials have also indicated openness to constructing new nuclear reactors and small modular reactors, though this suggestion has triggered particular alarm among anti-nuclear constituencies in areas already hosting atomic facilities.
For Malaysian and Southeast Asian observers, South Korea's difficulties offer important lessons about the practical challenges of executing large-scale industrial ambitions within democratic societies with active civil society engagement. Samsung Electronics and SK Hynix, the primary drivers of South Korea's chip manufacturing prowess, have been expanding production capacity in Yongin but have encountered significant delays attributable to power and water constraints. SK Hynix's facility, initially announced in 2019, was supposed to receive 265,000 metric tons of water daily from a weir located in another jurisdiction. Opposition from residents in the water source community delayed implementation by months, revealing how local resistance across multiple administrative boundaries can disrupt supply chains and postpone major industrial projects. These experiences suggest that the Honam complex, being more ambitious in scale and located further from established infrastructure, will face correspondingly acute coordination challenges.
Residents of Yeonggwang county, which already hosts nuclear reactors, have organised formally to resist expansion of atomic energy capacity in their community. Community leaders have explicitly threatened legal action if the government pursues new reactor construction or extends the operational lifespan of aging facilities. This stance reflects accumulated anxiety about concentrated energy infrastructure and the perceived inequitable distribution of risks and economic benefits. The rhetoric employed by local activists—describing the region as destined to become a "nuclear testing ground and eventual permanent nuclear waste site"—conveys the emotional intensity underlying seemingly technical infrastructure debates.
Government authorities contend that dam modification represents a more sustainable approach than new large-scale dam construction, claiming it minimises environmental damage and the necessity for residential relocation. The energy ministry has promised continuing dialogue with Gwangju municipal authorities and affected communities to forestall opposition or infrastructural complications from undermining project timelines. However, these assurances face credibility challenges given residents' persistent complaints about inadequate consultation in prior infrastructure decisions. The government's track record of incorporating local perspectives into planning processes remains contested, and residents demonstrate little confidence that promises of enhanced consultation represent meaningful institutional reform.
The Honam project, despite its strategic importance for South Korea's economic future, ultimately depends on resolving a distinctly political challenge masquerading as a technical problem. The required megawatts of electricity and cubic metres of water can, from a purely technical perspective, be secured through various infrastructure configurations. What cannot be engineered around is the necessity of achieving genuine acceptance among communities bearing the environmental and social costs of concentration industrial development. Without such acceptance, residents will deploy available legal, administrative, and political mechanisms to obstruct implementation, potentially unravelling even the most meticulously planned development timelines. South Korea's central government faces a fundamental choice: either invest genuine effort in negotiating equitable burden-sharing arrangements that communities can endorse, or proceed unilaterally and risk the costly delays and legal entanglements already visible in the Yongin precedent.
